SUBJECT: Public Hearing to Approve and Adopt the 2015 Urban Water Management Plan

REPORT IN BRIEF
Staff requests that the City Council hold a public hearing to review and adopt the 2015 Urban Water Management Plan.

RECOMMENDATION
City Council - Adopt a motion adopting Resolution 2017-29, Resolution of the City Council of the City of Merced, California, approving and adopting the 2015 Urban Water Management Plan for the City of Merced, including reviewer comments and authorizing submittal of the Final Report to the Department of Water Resources.

2. Return to staff to review public comments and revise; or,
3. Deny.

AUTHORITY
California Water Code Sections 10610-10656 require the City to adopt an updated Urban Water Management Plan (UWMP) every five years. Grant funding is dependent on the City adopting an updated UWMP.

CITY COUNCIL PRIORITIES
As provided for in the 2016-17 Adopted Budget.

DISCUSSION
At the City Council meeting of October 3, 2016, Carollo Engineers, Inc. was authorized to update our Urban Water Management Plan. A draft final report has been completed and sent to the County of Merced, Merced Irrigation District, Merced County Association of Governments and the County Library. Staff has prepared a Notice of Public Hearing (See Attachment), advertised the Notice in the newspaper for the required two weeks and prepared a Resolution (See Attachment) to adopt the updated 2015 Urban Water Management Plan.

In addition to being a State requirement for grant funding, the UWMP provides important long-term planning opportunities to optimize the water supply for growth, development, and redevelopment. A dependable water supply is imperative to the economic and social vitality of the City.
