DISCUSSION

The City of Merced Fire Department has received the authorization for the assignment of an Urban Search and Rescue (USAR) Type II trailer and associated Equipment Cache.  The vehicle will be provided to the City on a temporary transfer of equipment agreement.  The agreement specifies that the City agrees to staff the trailer when requested by the State of California Office of Emergency Services to any location in the state.  In turn, the City will benefit from the USAR trailer by having a Type II USAR trailer with the rescue equipment assigned to the City that can be used by the City at any time.  The value of this resource is estimated at $109,366.86.  We will be required to provide minor maintenance of the trailer and equipment and/or replace any item damaged while being used solely in the city for emergency incidents or training.   The City of Merced Fire Department has trained personnel that meet or exceed the level of training required to operate the equipment in the type II USAR trailer.

 

The Type II rescue program was created to augment Urban Search and Rescue (US&R) capabilities statewide. The program assigns 20-Type II Rescue Cache Trailers equipped with the Specialized Equipment utilized by a Medium Rescue Company with a local government organization who provides six (6) staff members to make up a Medium or Type II Rescue Company. When one of these rescue caches is assigned with five Cal OES Type I engines, the result is a response equal to that of a USAR regional Task Force. This capability provides an enhanced response to collapses in wood frame and light masonry buildings and greatly enhances the State Fire and Rescue Mutual Aid System.

After the agreement is executed by the City, a Certificate of Insurance will be obtained and forwarded to the State of California.

Background:

The City of Merced has previously entered into an Agreement for Temporary Transfers of Vehicular Equipment with the State, when it received its first fire engine (OES 279) in 1989. 

 

IMPACT ON CITY RESOURCES

None.  The trailer is being provided to the city at no cost.  Maintenance is anticipated to be minor and can be accommodated through the existing budget.
