SUBJECT: Agreement for Graffiti Abatement Services

REPORT IN BRIEF
Considers approving an agreement for graffiti abatement between the City of Merced and Paul Creighton of Environmental Compliance Resources (ECR) for 1 year.

RECOMMENDATION
City Council - Adopt a motion approving a one year agreement with ECR for graffiti abatement services and authorizing the City Manager or Assistant City Manager to execute all the necessary documents.

DISCUSSION
In September 2010, staff solicited for graffiti abatement services with six local companies and received two proposals for consideration. After an extensive evaluation of the two proposals, the Council awarded a contract to Environmental Compliance Resources (ECR). Since this time, ECR has been providing graffiti abatement services to the City of Merced. Their current contract expired July 1, 2017. Staff is requesting the Council award a one-year contract to allow for services to continue while a new Request for Proposals is completed.

Since ECR has been providing graffiti abatement services for the City, graffiti sightings have reduced while concealment of this type of blight has increased significantly. The contractor is well aware of problem areas and responds to calls for service from City staff and the public immediately.
