REPORT IN BRIEF

Considers approving a one-year extension with Yard Masters, Inc., for the period of July 1, 2018 through June 30, 2019, for landscape maintenance services at various City-owned landscaped areas throughout the city.

 

RECOMMENDATION

City Council - Adopt a motion:

 

A.  Approving the first amendment to agreement for landscape maintenance services with Yard Masters, Incorporated, in the amount of $573,194.76, at various City-owned landscaped areas for a one-year period between July 1, 2018 and June 30, 2019, (subject to approval of the Fiscal Year 2018/2019 City of Merced Budget); and,

 

B.  Authorizing the City Manager or Assistant City Manager to sign the necessary documents and execute future contract amendments.

1.  Approve as recommended by the Public Works Director; or,

2.  Refer back to staff for further study; or,

3.  Deny.

 

AUTHORITY

Professional Contractual services with an estimated value greater than $30,000, are made by written contract in accordance with Merced Municipal Code, “Title 3-Revenue and Finance, Chapter 3.04-Purchasing System, Article III-Purchases Over Twenty Five Thousand Dollars, Section 3.04-120-Written Contracts.”

As provided for in the proposed FY 18/19 budget.

 

DISCUSSION

The Public Works Department is requesting approval of a one-year extension for landscape maintenance services with Yard Masters, effective July 1, 2018 through June 30, 2019.

 

We have utilized their services for many years on numerous projects.  They continue to provide a full range of services to include supervision of staff, comprehensive weed, disease, and pest control, as well as the following services:

 

Experience, especially with providing high quality landscape service to Special Districts, open park spaces, and sensitive work locations;

 

Ability to integrate “Green” practices to promote and support healthy, natural processes within existing ecosystems to minimize potential damage to the environment;

 

Knowledge of safety practices in high vehicle traffic areas;

 

Responsiveness to budget issues.

 

They continue to be dependable and cost conscientious, while providing a healthy, well-maintained landscaped environment throughout our community.

 

The contract extension will be for a period of one-year, commencing on July 1, 2018 and ending on June 30, 2019. The extension period will include a Consumer Price Index (CPI) adjustment increase of 3.1%, determined by the United States Department of Labor, Bureau of Labor Statistics-All Urban Consumers West region. The base month and year for calculating the CPI adjustment is January 1, 2018.

 

The City Attorney’s office has prepared the First Amendment to the agreement for your review and approval (Attachment 1).

 

IMPACT ON CITY RESOURCES

Funding for this Amendment is available contingent upon the approval of Fiscal Year 2018/2019 budget.
