SUBJECT: Award Bid to Rolfe Construction Company for the Yosemite Avenue Improvement Project 113055
REPORT IN BRIEF
Consider awarding a construction contract to Rolfe Construction Company in the amount of $972,233.25 for the Yosemite Avenue Improvement Project.
RECOMMENDATION
City Council - Adopt a motion awarding the Yosemite Avenue Improvement Project 113055 to Rolfe Construction Company in the amount of $972,233.25; and, authorizing the City Manager or Assistant City Manager to execute the necessary documents and to approve change orders not to exceed 10% of the total contract.

DISCUSSION
Yosemite Avenue is a bottleneck with an off-set alignment west of St. Augustine Avenue. To address the bottleneck and to correct the off-set alignment west of St. Augustine, a new 33’ wide west bound lane will be constructed from the intersection of St. Augustine and Yosemite to 580 feet east of State Route 59 and Yosemite Avenue. The work will consist of grading, construct new curb and gutter, storm drain inlets and an asphalt concrete road.
Staff prepared construction plans and specifications, and the project was advertised for bids. The project was advertised in Merced County Time. The bids were opened on July 10, 2018, with the following results:
1. Rolfe Construction Company (Atwater, CA) $ 972,233.25
2. Smith Construction Company, Inc. (Fresno, CA) $ 1,372,136.00
The engineer’s estimate for construction was $ 632,994.00. Based on the bid analysis, it appears that overall construction cost has gone up significantly.

HISTORY AND PAST ACTIONS
On August 7, 2017, Council approved the Yosemite Avenue (and San Augustine) Improvement Project to be completed utilizing Regional Surface Transportation Program (RSTP) Program Exchange Funds.
On April 16, 2018, Council approved the SB1 FY 18/19 Project List, which include the Yosemite Avenue Improvement Project.
IMPACT ON CITY RESOURCES
This project was established as a Capital Improvement Project funded by RSTP and SB1. Account 450-1104-637.65-00-113055 contains sufficient funding to complete the project.
