Seeks authorization to withdraw from the Department of Resources Recycling and Recovery (CalRecycle) Rubberized Pavement Grant TRP7-16-0026.
RECOMMENDATION
City Council - Adopt a motion:
A. Adopting Resolution 2018-63, a Resolution of the City Council of the City of Merced, California, authorizing termination of grant from the Department of Resources Recycling and Recovery (CalRecycle) and,
B. Authorizing the City Manager or Assistant City Manager to sign a letter withdrawing from the CalRecycle grant; and,
C. Authorizing the Finance Officer to make the necessary budget adjustments.

DISCUSSION
On November 21, 2016, Council adopted Resolution 2016-59, authorizing the application submittal to the Department of Resources Recycling and Recovery (CalRecycle) for all grants for which the City of Merced was eligible for.
On January 18, 2017, CalRecycle awarded the City of Merced $182,400 for the Rubberized Pavement Grant (TRP7-16-0026). During the design phase, it was determined that the cost of rubberized asphalt concrete (RAC) will be approximately 20% greater than the cost of regular asphalt concrete (AC). The cost of RAC is greater than the traditional AC cost because an asphalt plant will have to shut down and re-tool the plant to produce RAC. Options for future maintenance to extend the life of a pavement is very limited if RAC is utilized. On an AC road, traditional maintenance options like slurry seal, chip seal, or overlay are cheaper alternatives to reconstruct or extend the life of a road. For a RAC, none of the traditional maintenance options could be used since it is difficult to bind other materials with the RAC. Additionally, if the City wish to extend the life of a RAC road, the rubberized asphalt would need to be removed prior to applying any maintenance options. For these reasons, staff recommends withdrawing from the CalRecycle grant.
CalRecycle Grant Manager, Noel Davis, confirmed that the only action required to withdraw from the grant award is a supporting letter signed by the City Manager.
