RECOMMENDATION
City Council - Adopt a motion approving an agreement for professional services with GPA Consulting in the amount of $67,463.87 for environmental services for the Cherokee & Black Rascal Creek Culvert Project; and authorizing the City Manager or the Assistant City Manager to execute the necessary documents.

Services with an estimated value greater than $31,000 are made by written contract in accordance with Merced Municipal Code, Title 3 - Revenue and Finance, Chapter 3.04.

DESCRIPTION
The work to be done consists, in general of replacing approximately195' of an old deteriorating poured in place pipe culvert. Two existing 30" storm drainpipes connect to the east end of the culvert as well as an irrigation drain. The new culvert will be in the same location as the existing one. A new headwall structure surrounded by concrete riprap will be placed at the east end of the new culvert in which the two storm drainpipes and irrigation line will be reconnected. We will also be placing a flared end concrete pipe section in the creek at the west end of the culvert. The flared end section will be surrounded by concrete riprap to prevent the erosion of the bank.
Staff solicited proposals to obtain the services of an environmental consultant firm with an appropriately licensed biologist. Seven companies submitted proposals as of the suspense date. An evaluation committee was convened consisting of Engineering staff members. Each member gave their input after the proposals were rated based on a total of 100 points on criteria including, but not limited to: staff qualifications, technical experience, technical approach, and completeness. Shown below are the proposals’ combined scores out of a maximum of 100 total points possible:

The evaluators selected GPA Consulting as the superior proposal. Their contract under consideration includes:
• Project Management;
• Biological Resources Assessment;
• Aquatic Resources Delineation;
• Cultural Resources Assessment;
• Regulatory Permitting; and,
• Construction Compliance Monitoring.
The GPA Consulting fee proposal for completing the above tasks is for the not-to-exceed sum of $67,463.87.
IMPACT ON CITY RESOURCES
This project was established as a Capital Improvement Project and account 553-1114-637.65-00-117054 contains sufficient funding to complete the project.
