Considers waiving the competitive bidding requirements pursuant to Merced Municipal Code Section 3.04.210 for Professional Services, and approving an agreement with Stantec Consulting Services, Inc., in the amount of $100,356, for wastewater collection system hydraulic model conversion and update, flow data analysis/Input, model recalibration and south trunk sewer service alternatives analysis. 

 

RECOMMENDATION

City Council - Adopt a motion:

 

A.  Waving City’s competitive requirements as permitted by Merced Municipal Code section 3.04.120 for the procurement of Professional Services; and,

 

B.  Approving a professional services agreement with Stantec Consulting Services, Inc., in the amount of $100,356 for Wastewater Collection System Hydraulic Model Conversion and Update, Flow Data Analysis/Input, Model Recalibration and South Trunk Sewer Service Alternatives Analysis; and,

 

C.  Authorizing the City Manager or the Assistant City Manager to execute the necessary documents.

Services with an estimated value greater than $32,000.00 are made by written contract in accordance with Merced Municipal Code, Title 3 - Revenue and Finance, Chapter 3.04.

 

Municipal Code Section 3.04.210 - Exemptions from competitive bidding.

 

CITY COUNCIL PRIORITIES

As provided for in the Fiscal Year 2019/2020 Adopted Budget.

 

DISCUSSION

It is the City’s desire to convert to a more cost-effective software platform that City staff can use in-house. Stantec will rebuild the current hydraulic model of the City’s wastewater collection system in the City’s preferred hydraulic modeling software platform. In so doing we are proposing to convert the existing InfoWorks ICM (version 6.5.5.13016) to the latest version of PCSWMM by Computational Hydraulics, Inc. (CHI). PCSWMM is a cost-effective software package that runs the EPA SWMM5 computational engine, which will better enable utilization by in-house staff.  Any Data gaps encountered during the conversion process will be infilled.

 

The City in currently in the process of performing flow monitoring at various points within the collection system. This effort was last undertaken for the existing model in 2006. Significant changes have occurred in the number of services connected to the system, as well as improvements to portions of the existing sewer facilities. The Flow monitoring information gathered will be provided to Stantec to analyze and to insert into the converted model. This will allow for the trunk model to also be recalibrated based on this new data. Additionally, with this new data and recalibration several model scenarios will be ran and results evaluated and a technical memorandum of those results will be generated by the consultant. The City will also re-evaluate alternative analysis specific to the Gerard and future South trunk line and service area.

The attached scope for this effort includes but not limited to the following major tasks:

 

1.                     HYDRAULIC MODEL CONVERSION AND UPDATE;

2.                     MODEL RECONSTRUCTION;

3.                     FLOW MONITORING AND MODEL RECALIBRATION;

4.                     MODEL UPDATE AND CALIBRATION;

5.                     UPDATED MODEL AND SCENARIO RESULTS TECHNICAL MEMORANDUM;

6.                     SOUTH TRUNK SEWER SERVICE ALTERNATIVES ANALYSIS;

7.                     IDENTIFY EXISTING SYSTEM CAPACITY IMPROVEMENT ALTERNATIVES;

8.                     MODEL O&M AND TRAINING WORKSHOP; and,

9.                     Project Management and Administration.

 

Staff is recommending waiving the City’s competitive bidding requirements for the procurement of Professional Services for standardization as Stantec Consulting originally prepared the City’s existing hydraulic model.

IMPACT ON CITY RESOURCES

Account 553-1107-532.17-00 contains sufficient funding for the contract.
