RECOMMENDATION
City Council - Adopt a motion adopting Resolution 2020-10, a Resolution of the City Council of the City of Merced, California, Confirming and Ratifying the Existence of a Local Emergency Within the Territorial Limits of the City of Merced Proclaimed by the Director of Emergency Services on March 13, 2020 Pursuant to Merced Municipal Code Section 8.20.070.

DISCUSSION
The novel coronavirus outbreak began in Wuhan China in 2019 and spread across the globe and into the United States. As of 8 a.m. Friday, March 13, 2020, there were 247 positive cases of COVID-19 and five deaths in California, and 11,400 people were self-monitoring. There were more than 110,000 case worldwide, according to the Centers for Disease Control, with 34 states reporting cases of the disease.
