REPORT IN BRIEF

Considers the authorization to approve the Memorandum of Understanding for the Merced County Operational Area Hazardous Materials Response Team, which is comprised of:  Merced City Fire Department, Merced County Fire Department, Atwater Fire Department and the Los Banos Fire Department.

 

RECOMMENDATION

City Council - Adopt a motion approving the Memorandum of Understanding and authorizing the City Manager or the Assistant City Manager to execute all necessary documents.

AUTHORITY

Charter of the City of Merced, Section 200, California Emergency Services Act, Title 2, Division 1, Chapter 7 of the Government Code, Government Code Sections 8615-8619, Government Code Section 53000 et seq., Health & Safety Code 13050 et seq., and Health & Safety Code Section 13800 et seq.

 

CITY COUNCIL PRIORITIES

This recommendation is consistent with City Council’s priority in establishing and strengthening community and regional partnerships to enhance the quality of life.

 

DISCUSSION

The City of Merced Fire Department is requesting the Merced City Council to approve a Memorandum of Understanding (MOU) between the City of Merced, the County of Merced, City of Atwater, and the City of Los Banos for an Operational Area Hazardous Materials Response Team (TEAM).  Each of the parties of this agreement will designate a certain number of trained personnel to serve on the TEAM.  This MOU establishes the minimum levels of training and on-going training that is required of participating members.  It also establishes the responsibilities of each of the participating agencies and cost recovery procedures.

By approving this document, this will allow the City and County to formalize their hazardous materials response program and increase the number of trained responders responding to incidents throughout the City and County. 

 

IMPACT ON CITY RESOURCES

No appropriation of funds is needed, all support will be provided by existing staff.
