REPORT IN BRIEF
Requests the City Council to re-certify the updated Sewer System Management Plan.

RECOMMENDATION
City Council - Adopt a motion approving Resolution 2020-38, A Resolution of the City Council of the City of Merced, California, re-certifying the updated City of Merced's Sewer System Management Plan.

CITY COUNCIL PRIORITIES
As provided for in the 2019-20 Adopted Budget.

DISCUSSION
The State Water Resources Control Board (State Water Board) adopted the Monitoring and Reporting Program (MRP) No. 2006-0003 Statewide General Waste Discharge Requirements (WDR's) for Sanitary Sewer Systems on May 2, 2006. The WDR mandates the City of Merced to:

* Develop and implement a system specific Sewer System Management Plan (SSMP),
* Upgrade monitoring, record keeping, sampling, and testing procedures to report electronically,
* Institute an annual internal audit program and provide regular public outreach and notification

The WDR also mandates the City of Merced to update the SSMP every five (5) years, and to have the SSMP re-certified by the City's governing board when significant changes have been made.

As required, Staff has conducted regular internal audits of the SSMP. These regular audits have resulted in the SSMP being changed and updated, and now requires City Council approval (see attachment 1).
