SUBJECT: Introduction of an Ordinance Amending Sections 10.16.010 Speed Limits, 10.28.230 No Parking Zones, 10.28.275 On-Street Disabled Persons Parking, 10.28.370 Two-Way Stop Intersections and 10.32.057 Seven a.m. to Four p.m. Passenger Loading Zones
REPORT IN BRIEF
Considers recommendations from the Traffic Committee approving the following:
• Addition of a 25 mile per hour speed limit and speed limit signage on Shirley Street from Yosemite Parkway to Merced Avenue;
• Addition of no parking zones on the west side of Willowbrook Drive near State Route 59, both sides of the alley between West Main Street and West 18th Street from M Street to N Street, the west and east sides of Kelly Avenue north of State Route 140, the west side of V Street near Wardrobe Avenue, and the east side of Kibby Avenue north of Childs Avenue;
• Removal of disabled persons parking on the south side of 22nd Street west of Martin Luther King Jr Way;
• Addition of a two-way stop intersection at West 21st Street and P Street. Requires stop will be on West 21st Street; and,
• Removal of a seven a.m. to four p.m. Passenger Loading Zone on the south side of 18th Street east of F Street.
RECOMMENDATION
City Council - Adopt a motion introducing Ordinance 2517, an Ordinance of the City Council of the City of Merced, California, amending sections 10.16.010 “Speed Limits;” 10.28.230 “No Parking Zones;” 10.28.275 “Disabled Persons - On-Street Parking;” 10.28.370 “Two-Way Stop Intersections;” and 10.32.057 “Passenger Loading Zones - Locations - Seven a.m. to Four p.m.” of the Merced Municipal Code.

AUTHORITY
This request amends Sections 10.16.010, 10.28.230, 10.28.275, 10.28.370, and 10.32.057 of the Merced Municipal Code (MMC).
The California Vehicle Code (CVC) gives a local body (or official) jurisdiction for traffic control devices, provided the devices are installed in accordance with the State Traffic Manual.

DISCUSSION
As a result of the September 12, 2017, meeting, the Traffic Committee approved, the removal of the an on-street disabled persons parking space along the south side of 22nd Street, west of Martin Luther King Jr. Way.
The Traffic Committee was requested by the Homeowner to remove the disabled persons parking space. The information was verified that the disabled persons parking spot was to be removed.
As a result of the November 14, 2017, meeting, the Traffic Committee approved, the addition of a no parking zone on the west side of V Street, north or Wardrobe Avenue.
The Traffic Committee was requested by Citizen Enrique Altamariano to add a no parking zone due to safety concerns and line of sight issues when vehicles are parked near the intersection.
As a result of the January 9, 2018, meeting, the Traffic Committee approved, the addition of a no parking zone along the west side of Willowbrook Drive.
The Traffic Committee was requested by Mike Schlessinger, a City of Merced Refuse Department Employee, to add a no parking zone in order to assist the refuse department servicing the refuse container at 2973 Willowbrook Drive.
As a result of the May 8, 2018, meeting, the Traffic Committee approved, the addition of no parking signs on both sides of the alley between West Main Street and West 18th Street from M Street to N Street (Alley behind City Hall).
The Traffic Committee was requested by the Deputy Public Works Director / Interim City Engineer, Steve Son, to add no parking signs due to vehicles blocking access to City Hall.
As a result of the November 13, 2018, meeting, the Traffic Committee approved, the addition of no parking on both sides of Kelley Avenue, between State Route 140 and Baker Drive and 25 mph signs at both ends of Shirley Street.
The Traffic Committee was requested by the City Traffic Signal / Lighting Technician, Corey Plagenza, to add no parking due to vehicles crossing the centerline when vehicles are parked on the side of the Kelly Avenue.
The Traffic Committee was requested by the Citizen Rose Valdez, to add 25 mph signs to both ends of the Shirley Avenue as vehicles from Yosemite Parkway and Merced Avenue travel at a high rate of speed as they come into and through the neighborhood.
As a result of the September 10, 2019, meeting, the Traffic Committee approved, the removal of the loading zone on the south side of East 18th Street, east of F Street.
The Traffic Committee was requested by Citizen Luis Aguayo, to remove a passenger loading zone located in front of his residence. The loading zone was used previously by the prior owners and is no longer needed.
As a result of the September 24, 2019, meeting, the Traffic Committee approved, the addition of a two-way stop on 21st Street, at the intersection with P Street. Traffic would stop on 21st Street.
The Traffic Committee was requested by Citizens Gwen Hagaman and Lance Abbott, to add stop signs on 21st Street, at the P Street intersection. A traffic accident report was reviewed with the committee and it was determined that warrants had been met to install stop signs (two-way) at this intersection.
IMPACT ON CITY RESOURCES
No appropriation of funds is needed.
