REPORT IN BRIEF
Considers approving the extension of the Memorandum of Understanding with Merced Association of Police Sergeants for the term January 1, 2020 until June 30, 2021.

RECOMMENDATION
City Council - Adopt a motion approving Resolution 2020-54, a Resolution of the City Council of the City of Merced, California, approving Memorandum of Understanding with the Merced Association of Police Sergeants and authorizing the City Manager or the Assistant City Manager to execute the necessary documents.

DISCUSSION
The City's negotiations team and the Merced Association of Police Sergeants have completed the collective bargaining process and have reached agreement on an 18-month extension of the existing contract. Due to the economic uncertainty that has come as a result of the COVID-19 pandemic, both parties acknowledge that an extension of the current MOU will be in the best interest of both the City, and the Association. The agreement will provide stability during the unprecedented times the City is facing. The extension is consistent with City Council direction and provides a re-opener for base wage increases contingent upon:

1. Mid-year positive general fund balance report

Unless a provision of the current MOU was set to sunset, all other provisions of the 2019 Memorandum of Understanding will be extended through June 30, 2021. Staff recommends adoption of the Resolu...
