REPORT IN BRIEF

Considers awarding a construction contract in the amount of $470,523.99 funded by Measure V and SB1 for City Project No. 120010 - M Street Resurfacing 8th Street to 13th Street.

 

RECOMMENDATION

City Council - Adopt a motion:

 

A.  Awarding the M Street Resurfacing 8th Street to 13th Street, Project 120010, to MVC Enterprises, Inc., in the amount of $470,523.99 and,

 

B.  Authorizing the City Manager or the Assistant City Manager to execute the necessary documents and to approve change orders not to exceed 10% of the total contract.

AUTHORITY

Charter of the City of Merced, Article XI, Section 1109 - Contracts on Public Works, and Merced Municipal Code Chapter 3.04, Article IV - Public Works Contracts.

 

CITY COUNCIL PRIORITIES

As provided for in the 2020-21 Adopted Budget.

 

DISCUSSION

The work to be done consists of the removal of 3-inches of existing asphalt concrete and installation of a 3-inch asphalt concrete overlay. The work also includes removal of existing curb & gutter, sidewalk, alley approaches and valley gutters and installation of ADA ramps, curb & gutter, sidewalk, alley approaches, striping, signage and valley gutters.

 

Staff prepared plans and specifications, and bids were opened on July 14, 2020, with a total of six bid submissions:

 

1.                     MVC Enterprises, Inc.                     $ 470,523.99

2.                     Avison Construction, Inc.                     $ 593,550.00

3.                     Dirt Dynasty, Inc.                     $ 703,675.28

4.                     George Reed, Inc.                     $ 775,951.30

5.                     TBS Contractors                     $ 539,904.28

6.                     Witbro, Inc. dba Sealrite Paving and Grading                      $ 588,869.00

 

The engineer’s estimate for construction was $405,270.45

 

The following is the proposed budget for the project:

    Construction

    Contingency

$      47,052.39

    Engineering, Testing & Inspection

$      37,641.92

      TOTAL:

$    555,218.30

 

This project will require the contractor to notify property owners by door hangers and barricades of when work will be done to ensure vehicles are removed from the street.

 

IMPACT ON CITY RESOURCES

This project was established as a Capital Improvement Project to be funded Measure V and SB1 funds. Funding is available to complete the project.
