REPORT IN BRIEF

Considers awarding a construction contract in the amount of $854,095.00, funded by Water System Enterprise funds, for City Project No. 113031 - Brimmer Water Main.

 

RECOMMENDATION

City Council - Adopt a motion:

 

A.  Awarding the Brimmer Water Main, Project 113031, to Mid Cal Pipeline & Utilities, Inc., in the amount of $854,095.00; and,

 

B.  Authorizing the City Manager or the Assistant City Manager to execute the necessary documents and to approve change orders not to exceed 10% of the total contract.

AUTHORITY

Charter of the City of Merced, Article XI, Section 1109 - Contracts on Public Works, and Merced Municipal Code Chapter 3.04, Article IV - Public Works Contracts.

 

CITY COUNCIL PRIORITIES

As provided for in the 2020-21 Adopted Budget.

 

DISCUSSION

The work to be done consists of the replacement of existing 6” water main, located in resident’s back yards, with an 8” water main to be located within the street,  installation of new water services to resident’s houses, replacement of water meters and boxes, removal of existing fire hydrants, installing new fire hydrants, installation of new hose bibs, asphalt concrete, curb and gutter, concrete sidewalk, valley gutter and driveways.

As, the work described above will require the Contractor and the City to access residents’ backyards (private property), a Right-of-Entry letter was required to be signed by each property owner. The signed letter will grant permission to the Contractor to access the respective property to perform the following:

 

                     Locate existing water meter and service and evaluate each property for required work.

                     Excavate area around meter box and existing service to the water main.

                     Remove existing water meter (done by the City) and cap off existing service at the main.

                     Remove existing meter box and coordinate a hose bib install with property owner to place at or near where the meter box was. This will allow the resident to utilize the existing service from the resident’s home to where the water meter was originally placed.

                     Install the new water meter within the sidewalks fronting each property.

                     Trench for a new service from new water meter location to the front of each property, to tie-into existing hose bib/plumbing.

                     Install new services to the new tie-in point.

                     Restore each property to the existing or better condition.

 

There is a total of 50 properties that will require owner’s authorization that will grant the Contractor and the City permission to access their property. At the time that this admin report was created, the City had received 40 signed letters granting access. The City had made several attempts to receive the final 10 signed letters, but the property owners were either non-responsive or refused to sign.

 

Staff prepared plans and specifications, and bids were opened on July 2, 2020, with a total of four (4) bid submission:

 

1.  Mid Cal Pipeline & Utilities. Inc.                     $                        854,095.00

2.  Phase 1 Construction                     $    932,501.00

3.  D.A. Wood Construction, Inc.                     $    951,919.00

4.  Rolfe Construction Company, Inc.                     $ 1,003,031.00

 

The engineer’s estimate for construction was $934,276.50

 

The following is the proposed budget for the project:

 

Construction

     $ 854,095.00

Contingency

     $ 85,409.50

Engineering, Testing & Inspection

     $ 68,327.60

      TOTAL:

     $ 990,750.20

 

This project will require the contractor to notify property owners in person (properties that will require access), door hangers (properties that will not require access to private properties) and barricades of when work will be done to ensure vehicles are removed from the street and to inform residents to when their properties will need to be accessed.

 

IMPACT ON CITY RESOURCES

This project was established as a Capital Improvement Project to be funded Water System Enterprise funds. 557-1106-637.65-00-113031 contain sufficient funding to complete the project.
