REPORT IN BRIEF

Considers awarding a construction contract in the amount of $1,025,968.00 funded by Measure V, RSTP, SB1, and Sewer for City Project No. 119003 - R Street Improvements from Loughborough Drive to Buena Vista Drive.

 

RECOMMENDATION

City Council - Adopt a motion:

 

A.  Awarding the R Street Improvements from Loughborough Drive to Buena Vista Drive, Project 119003, to United Pavement Maintenance Inc., in the amount of $1,025,968.00 and,

 

B.  Authorizing the Interim City Manager to execute the necessary documents and to approve change orders not to exceed 10% of the total contract.

AUTHORITY

Charter of the City of Merced, Article XI, Section 1109 - Contracts on Public Works, and Merced Municipal Code Chapter 3.04, Article IV - Public Works Contracts.

 

CITY COUNCIL PRIORITIES

As provided for in the 2020-21 Adopted Budget.

 

DISCUSSION

The work to be done consists of the reconstruction of R Street from Loughborough Drive to approximately 200 feet north of Buena Vista Drive. The reconstruction will consist of cement treatment of the aggregate base and subgrade overlain by four (4) inches of asphalt concrete.  The work also includes removal of existing curb & gutter, sidewalk, driveways/approaches, valley gutters, and sewer main and installation of ADA ramps, curb & gutter, sidewalk, driveways/approaches, striping, signage, sewer main and storm drain.

 

Staff prepared plans and specifications, and bids were opened on October 8, 2020, with a total of six bid submissions:

 

1.                     United Pavement Maintenance Inc.                     $ 1,025,968.00

2.                     Agee Construction Corporation                     $ 1,030,041.35

3.                     TBS Contractors                     $ 1,139,087.05

4.                     Rolfe Construction Company, Inc.                     $ 1,615,186.00

5.                     George Reed, Inc.                     $ 1,116,806.00

6.                     Avison Construction, Inc.                      $ 1,199,956.00

 

The engineer’s estimate for construction was $1,125,000.00

 

The following is the proposed budget for the project:

    Construction

$      $1,025,968.00

    Contingency

$      $   102,596.80

    Engineering, Testing & Inspection

$      $     30,779.04

      TOTAL:

$      $1,159,344.84

 

This project will require the contractor to notify property owners by door hangers and barricades of when work will be done to ensure the residents and business owners are aware of the closure of R Street for the construction period. Additionally, the Merced City School District will be notified.

 

IMPACT ON CITY RESOURCES

This project was established as a Capital Improvement Project to be funded by Measure V, RSTP, SB1, and Sewer Enterprise funds. Funding is available to complete the project.
