REPORT IN BRIEF

Considers accepting a $16,000 monetary donation from Merced Sunrise Rotary and appropriating the same to purchase a LUCAS 3, v3.1 Chest Compression System and accessories.

 

RECOMMENDATION

City Council - Adopt a motion:

 

A.  Accepting $16,000 donation, increasing Contributions and Donations account 001-0901-360.02-01 and appropriating the same in Other Equipment Operation & Maintenance account 001-0901-522.26-00; and,

 

B.  Authorizing the Interim City Manager to execute the Donation Acceptance form; and,

 

C.  Authorizing the Finance Officer to make the necessary budget adjustments.

DISCUSSION

Background and Benefits Analysis

 

The Merced Sunrise Rotary has made a major monetary donation to the Merced Fire Department to purchase a LUCAS Chest Compression System for use on cardiac patients.

 

In keeping with Administrative Policy A-49 on donations and gifts (Attachment 1), City staff reviewed options for the donation.

 

It was ultimately decided to recommend the donation based on the following:

 

                     The donation is being made to the City of Merced Fire Department for the purchase of a LUCAS Chest Compression System and accessories (Attachment 3)

                     No fiscal impact to the General Fund as the donation of $16,000 fully funds the acquisition cost of a $15,997.96 chest compression system

                     The annual preventative maintenance cost ($4,773.60) of the chest compression system (Attachment 4) can be absorbed within the department’s budget

                     This recommendation is consistent with City Council’s priority in establishing and strengthening community and regional partnerships to enhance the quality of life

 

Science shows the most important intervention affecting survivability of cardiac arrest patients is high quality CPR with emphasis focusing on rate and depth of chest compressions.  Mechanical CPR devices are battery operated machines that provide chest compressions to patients suffering cardiac arrest.  Unlike human rescuers, who’s compression quality diminishes as the effects of fatigue set in, mechanical CPR devices provide consistent compressions for the duration of a resuscitation.

 

The City of Merced Fire Department, in partnership with Riggs Ambulance Service, conducted a six-month operational evaluation of two separate mechanical CPR device platforms from November 2019 through April 2020.  The goal of the evaluation was to identify 1) feasibility of use by the Merced Fire Department and 2) which platform would be better suited for integration into our operation.  The two platforms were deployed a total of 26 times during the evaluation period.  A final survey was sent to all field personnel at the conclusion of the evaluation period.  The results of this survey revealed overwhelming support for integration and use of these devices.  General consensus from the group supports use of the Stryker Lucas Device.

 

On July 6, 2020, City Council approved to accept funding from Dignity Health Mercy Medical Center Merced for the purchase of its first chest compression system.

 

Moving forward the Merced Fire Department will continue working towards obtaining private/public funding for purchasing additional devices with the ultimate goal of placing six devices in service to ensure City wide coverage.

 

The Fire Department is excited to recommend accepting this donation enabling the purchase of our second mechanical device and knowing that it will have a far-reaching impact on the health of the community it serves and it will save countless lives.

 

In accordance with City of Merced Policy A-49 related to the City’s acceptance of donations, the City Fire Department requests that the City Council consider accepting the $16,000 Charitable Donation from the Merced Sunrise Rotary to purchase a LUCAS chest compression system.

 

IMPACT ON CITY RESOURCES

A LUCAS chest compression system was purchased using current fiscal year operating funds in account 001-0901-522-26-00.  Accepting $16,000 to contributions and donations account 001-0901-360.02-00 and appropriating of the same amount in Other Equipment Operation & Maintenance account 001-0901-522.26-00 will replenish the funds that had been used.
