DISCUSSION
A rental registration ordinance requires the owners of certain enumerated residential rental properties, including multifamily, to register with the city by submitting a form with basic information about the property. Usually a fee is required along with the form as part of the registration. The fee in turn funds or helps fund periodic city inspections of these residential rental properties. The city can inspect annually, or every 2, 3, or even 5 years, depending on funding and staffing. The inspections look for substandard conditions and code violations. The ordinance gives city code enforcement the authority to inspect. The inspections can examine both the interior and exterior of the properties or just focus on the exterior, again, depending on funding and staffing. The purpose is to proactively identify, deter, and remedy code violations and substandard conditions in rental properties.
