Provide direction to staff on the display of the Pride Progress Flag and potential flag display policy.

DISCUSSION
Proposal:
Display the Pride Progress flag on one of the three flag poles at Bob Hart Sq. during national Pride month from Tuesday, June 1st to Wednesday, June 30th. Propose this be an annual recognition and include the annual Mayoral Proclamation of Pride be presented at the first meeting in June.
The Progress Pride flag has the traditional rainbow colors on one side, Transgender Pride colors on the other, and a black and brown stripe in the center to represent LGBTQ+ People of Color.
Staff has included various municipal policies related to the display of commemorative flags.
