SUBJECT: Acceptance of Grant Funding From the San Joaquin Valley Air Pollution Control District Incentive Program
REPORT IN BRIEF
Consider the acceptance of grant funding in the amount of $95,226.98 from the San Joaquin Valley Air Pollution Control District (SJVAPCD) to reimburse the City for the purchase of electric vehicles.
RECOMMENDATION
City Council - Adopt a motion:
A. Accepting the grant award and increasing the revenue budget in account 001-1002-324.02-00-Project 243027 by $95,226.98; and,
B. Appropriating the same to 001-1002-523.43-00-Project 243027; and,
C. Approving the use of pooled cash until reimbursement from the grant is received; and,
D. Authorizing the City Manager or Deputy City Manager to execute the necessary documents.

DISCUSSION
Background
The Merced Police Department (MPD) previously applied for this grant funding from the SJVAPD in 2018 and was awarded funding for six (6) electric three-wheeled vehicles.
Description
The MPD submitted a grant application for the incentive program from the SJVAPCD. This incentive program provides funding for the purchase of new alternative fueled vehicles (Electric, Plug-In Hybrid, CNG, LNG, LPG, etc.) for public agencies to promote clean air alternative-fuel technologies and the use of low- or zero-emission vehicles in public fleets. Applications for this component are accepted on a first-come, first-served basis with the allowance of one application per calendar year.
Maximum funding is up to $20,000 per vehicle, with a limit of $100,000 per agency per calendar year.
The MPD application included our request to fund the program accordingly:
Two (2) T3 Patroller 3wheeled vehicles = $35,819.92
Two (2) Toyota Prius vehicles = $40,000.00
Four (4) Recon Intercept Electric 2wheeled bicycles = $19,407.06
TOTAL REQUEST = $95,226.98
The two T3 Patroller 3wheeled vehicles will be available and assigned for various purposes, such as: assigned to School Resource Officers at the local high schools, used during parades and marches, used at community events requiring police presence, patrolling Downtown, and other similar events. Each vehicle costs less than the $20,000 maximum allowed per vehicle under the grant, so no City funds will be needed to purchase the bicycles.
The two Toyota Prius 4-wheeled vehicles will be used by Parking Enforcement as their current 3-wheeled cars are aging and expensive to maintain. This grant covers up to $20,000 per vehicle. The total price quoted on the two (2) Toyota Prius vehicles at the time of the application was $29,920.38. The City will need to cover the cost in excess of the $20,000 for each of the Toyotas. Salary savings from Measure C will be used to cover the excess.
The four Recon Intercept 2-wheeled bicycles will be available and assigned for various purposes, such as: assigned to School Resource Officers at the local high schools, used during parades and marches, used at community events requiring police presence, patrolling Downtown, and other similar events. Each vehicle costs less than the $20,000 maximum allowed per vehicle under the grant, so no City funds will be needed to purchase the bicycles.
IMPACT ON CITY RESOURCES
Staff is requesting that Council accept the grant award and increase the revenue budget in Account 001-1002-324.02-00-proj 243027 by $95,226.98, and appropriate the same to Fund 001-1002-523.43-00-proj 243027; and, allow the use of pooled cash until reimbursement from the grant is received. Without grant funding, the equipment described in this grant would not get purchased. Measure C will cover approximately $20,000 of costs in excess of grant funding.
