SUBJECT: Adoption of a Resolution to Display the Council Approved Commemorative Flags at Bob Hart Square per City Council Policy C-7

 

REPORT IN BRIEF

Considers adopting a Resolution to display Council approved commemorative flags in Bob Hart Square per the City Council Policy C-7.

 

RECOMMENDATION

City Council - Adopt a motion approving Resolution 2023-10, a Resolution of the City Council of the City of Merced, California, authorizing the display of a commemorative flags on the City flagpole in Bob Hart Square for the months of May, June, and September 2023.

DISCUSSION

The City established a Flag Policy in July 2021 after a request from the public to fly a flag during the month of June at Bob Hart Square.  Request to fly flags must be approved by the City Council and are approved at a first come first serve basis.  Establishing an annual Flag Calendar will ensure that there is no overlap and to schedule staff to secure the flags at the City facility.

 

At the December 19, 2022 City Council meeting, Council discussed the 2023 Flag Calendar and directed staff to start accepting flag requests and to bring all request back to Council for approval. The Clerk’s Office received four flag requests from community members. On January 3, 2023, the Merced Pride Center turned in their request to fly the Pride Flag for the month of June. Also, on January 3, 2023, the Consulate of Mexico turned in their request to fly the flag of Mexico on September 15th and 16th.  The Clerk’s Office also received two requests from Justine Giacalone Rogina to fly the POW/MIA flag for the month of September and the Armed Forces Flag for the month of May.

 

At the January 17, 2023 City Council meeting, Council with a 6-1 vote, approved the display of the Armed Forces Flag for the month of May, the Pride Flag for the month of June, the POW/MIA Flag for the month of September, and the Flag of Mexico for September 15th and 16th on the flagpole in Bob Hart Square.
