SUBJECT: Accept and Appropriate Additional $3,253.82 in Grant Funding from the San Joaquin Valley Air Pollution Control District Incentive Program

 

REPORT IN BRIEF

Considers accepting and appropriating additional grant funding in the amount of $3,253.82 from the San Joaquin Valley Air Pollution Control District (SJVAPCD) to reimburse the City for the purchase of electric vehicles.

 

RECOMMENDATION

City Council - Adopt a motion:

 

A.  Accepting and Increasing the revenue budget in account 001-1002-324.02-00-Project 243027 by $3,254; and,

 

B.  Appropriating the same to 001-1002-523.43-00-Project 243027; and,

 

C.  Authorizing the City Manager to execute the necessary documents.

DISCUSSION

Background

 

The Merced Police Department (MPD) applied for the original grant funding in December 2021.  The SJVAPCD awarded funding in May 2022.  The MPD received approval at the June 2022 City Council meeting to accept and appropriate the funding.

 

Description

 

From the time of application (December 2021) to acceptance of the funding (June 2022), COVID continued to impact the economy.  The vehicles requested in the original grant funding were either not available or the price increased.  As such, changes were requested with the SJVAPCD.

 

The original award included the following funding:

 

Two (2) T3 Patroller 3wheeled vehicles                                                               =                     $35,819.92

Two (2) Toyota Prius vehicles                                                                                    =                     $40,000.00

Four (4) Recon Intercept Electric 2wheeled bicycles                     =                     $19,407.06

TOTAL REQUEST                                                                                                                              =                     $95,226.98

                     

Here are the changes being made due to COVID’s impact to the supply chain:

 

The two T3 Patroller 3wheeled vehicles are no longer available at the pricing and requested options.

 

The two Toyota Prius vehicles also saw increased funding. The original pricing of the Prius vehicles was $29,920.38.  The grant covers up to $20,000 per vehicle and the MPD was going to cover the overage with salary savings from Measure C.

 

We are exchanging these four vehicles for four (4) Polaris ATVs.

 

(2) Prius for $20,000 each

 

Instead, (2) Polaris vehicle:

 

(1) Polaris at $19,600 to replace (1) Prius // savings of $400

The pricing on the four Recon Intercept 2-wheeled bicycles increased.

IMPACT ON CITY RESOURCES

Staff is requesting that Council accept and increase the revenue budget in Account 001-1002-324.02-00-proj 243027 by $3,253.82, and appropriate the same to Fund 001-1002-523.43-00-proj 243027 and authorize the City Manager to execute the necessary documents.  Without grant funding, the equipment described in this grant would not get purchased.  Due to the change in vehicle purchases, the costs are below the maximum funding of $20,000 per vehicle so funding from Measure C will no longer be needed.
