SUBJECT: Recreation and Parks Commission Site Visitation of After School Services at Local Youth Centers.
REPORT IN BRIEF
Recreation and Park Commissioners have a vested interest in determining if the services being offered by contracted Youth Service Providers are meeting the intent of the youth centers and community needs. Commissioners have requested scheduled visits to gain a firsthand view of the programs in operation and the youth being served.

DISCUSSION
Over the past year the Recreation and Parks Commission and City Council have developed an interest in additional oversight of how City Recreational Facilities are being used to ensure investments are in alignment with the mission of the Parks and Community Services Department. Commission and City Council voted late last fiscal year to revise terms of leased facilities to a guarantee of one year with the potential to extend leases of facilities for an additional two years, based on lessee performance.
In support of Commissions wish ensure that Youth Service Providers are offering services as intended by the partnerships and are meeting community needs, staff requested the availability of Youth Service Providers to host Commission members at their respective sites for visitation and program review.
Staff are recommending that Commissioners schedule at least two people per visitation but acknowledge that the entire commission cannot be in the same location at the same time due to Brown Act violations. Staff would also suggest that Commissioners each visit all Youth Service Providers.
