RECOMMENDATION

City Council - Adopt a motion:

 

A.  Waiving the City’s competitive bidding requirement as permitted by Merced Municipal Code section 3.04.210 due to sole sourcing; and,

 

B.  Approving a new agreement with Granicus LLC. in the amount of $1,600 for professional services for minor website and intranet cybersecurity upgrade totaling a not to exceed amount of $81,614.33 for all contracts; and,

 

C.  Authorizing the City Manager or the Deputy City Manager to execute the necessary documents.

CITY COUNCIL PRIORITIES

DISCUSSION

The City of Merced currently manages multiple electronic solutions including agenda management and workflow, board and commission management, web site hosting, e-communication messaging platform, community engagement platform, and live streaming.  All these government focused, civic engagement products are from Granicus, LLC.  Granicus is the largest vendor in civic engagement platforms.  More than 5,500 global government agencies have chosen Granicus to modernize their online services, website & CMS, digital communications strategies, public meeting experience, and records management.  Partnering with Granicus allows for interoperability between different Granicus products, reducing staff time for managing the individual products and increasing productivity.  The current fiscal year cost for all Granicus, LLC products is $80,014.33. We are requesting this contract as the City has exceeded the bid threshold for all contracts with this vendor.

 

GovAccess - Internet and Intranet Web Hosting

 

Since 2018, the City of Merced has contracted with Granicus to utilize the GovAccess platform to build, modify, and host the City’s external internet and internal intranet websites.  The City is contracting with Granicus to provide professional services to assist the City with a cybersecurity upgrade focusing on the existing GovAccess user authentication system.  This professional services engagement is not contracted to make any changes to the public website design or content. Granicus is the only vendor that can make the necessary cybersecurity enhancements to the GovAccess platform.

 

Staff requests approval and an increase in spending authority in the amount of $1,600 from $80,014.33 to $81,614.33 for the fiscal year 22/23 to cover the expenditures of this new agreement.

 

Granicus, LLC. is the sole source provider for professional services relating to the GovAccess platform.  As such, staff is requesting to waive the competitive bidding requirements.

 

IMPACT ON CITY RESOURCES

No appropriation is needed.  Funding of $1,600 is available within this current fiscal year budget.
