REPORT IN BRIEF

Considers awarding a Construction Contract to T&S Intermodal Maintenance, Inc. DBA T&S West, in the amount of $458,350 for the Regional Park Restrooms Project.

 

RECOMMENDATION

City Council - Adopt a motion:

 

A.  Awarding the Regional Park Restroom, Project No. CP220013 to T&S Intermodal Maintenance, Inc. DBA T&S West, in the amount of $458,350; and,

 

B.  Authorizing the City Manager or Deputy City Manager to execute the necessary documents and to approve change orders not to exceed 10% of the total contract.

DISCUSSION

Regional Park Restrooms

 

The restrooms at Rahilly and McNamara Parks are currently in poor condition and need replacing. Per city council direction, Project No. CP220013 is designed to install new single stall restrooms for the public. City Council identified the restroom facilities at the parks as a priority project.

 

 

History and Past Actions

 

This project originally included the 5 restrooms: Transient Pilot Restroom (Airport), as well as Rahilly, McNamara, Fahrens, and Applegate Parks. The project numbers 122013/122026 were previously advertised June 2022 with two bids received on Aug 6, 2022. The low bid received was $1,109,606.00. Engineer’s estimate for both projects was $600,00 to $800,00. These projects were established as Capital Improvement Projects under accounts 085-1120-637.65-00 (122013 Park Restroom Improvements) and 461-1303-667.65-00 (122026 Transient Pilot Restroom). The projects in conjunction did not contain sufficient funding to award to the received low bid.

 

Due to cost increase in materials and inflation, all bids were rejected on September 6, 2022.  Per council direction, staff rebid the airport restroom as a stand-alone project and restructure the rebidding of the park restrooms. Plans and specifications were prepared for the airport restroom installation and the project was re-advertised for bids.  Bids were opened on October 18, 2022, with $212,679.00 being the low bid.

 

McNamara Park restroom and Rahilly Park remodel were advertised January 5th as base bids and Applegate and Fahren’s Park as bid alternates on. Bids were opened on March 16, 2023,where T&S was the sole bidder with the following results:

The Engineer’s estimate was $600,000 to $700,000 for the project. There are only sufficient funds for the base bid within the project. We will be awarding the contract based on the base bid.

 

The following is the proposed budget for the project:

$   550,020.00

 

IMPACT ON CITY RESOURCES

Project CP220013 is established as a Capital Improvement project and funding is available to complete this project.
