SUBJECT: Approval of an Agreement for Professional Services with West Coast Arborists, Inc., for Tree Pruning and Removal Services at Several Identified Priority 1 Locations in Districts 3 and 5 (Funded by Measure Y), Davenport, Fahrens Park I, Fahrens Park II, Mansiontette, Yosemite Gateway, and Village Landing Maintenance Districts, and Bellevue Ranch East, Cypress Terrace East, and Moraga Community Facilities Districts, in a Total Amount not to Exceed $545,425 Through the Contract Term Ending June 30, 2025 with an Option to Extend Through June 30, 2027

Considers approving an Agreement for Professional Services with West Coast Arborists, Inc., for tree pruning and removal services at several identified priority 1 locations in Council District 3 and 5, as well as various maintenance and community facilities districts for a total amount not to exceed $545,425.
RECOMMENDATION
City Council - Adopt a motion:
A. Approving an Agreement for Professional Services with West Coast Arborists, Inc., in the amount not to exceed $545,425 for Tree Pruning and Removal Services; and,
B. Authorizing future contract amendments to add additional pruning and removal locations at a mutually agreeable rate, contingent upon available budget, through June 30, 2027; and,
C. Authorizing the City Manager or Deputy City Manager to sign the necessary documents.

AUTHORITY
Charter of the City of Merced, Section 200, et seq. and Section 3.04.120 of the Merced Municipal Code.
Services with an estimated value greater than $36,000.00 are made by written contract in accordance with Merced Municipal Code, Title 3 - Revenue and Finance, Chapter 3.04.
CITY COUNCIL PRIORITIES
As provided for in the 2022-23 Adopted Budget.
DISCUSSION
Staff solicited proposals from qualified firms to provide tree pruning and removal services at identified priority 1 locations in Council Districts 3 and 5, as well as Davenport, Fahrens Park I, Fahrens Park II, Mansiontette, Yosemite Gateway, and Village Landing Maintenance Districts, and Bellevue Ranch East, Cypress Terrace East, and Moraga Community Facilities Districts.
Twelve proposals were received by the submittal deadline, including proposals from:
• A-1 Tree Service & Stump Removal (Redding, CA)
• American Tree Medics, Inc. (Merced, CA)
• Arbor Pros, LLC (Reno, NV)
• BP Tree Services (Sacramento, CA)
• Greentek Services (Smartsville, CA)
• Joe’s Landscaping & Concrete, Inc. (Newman, CA)
• Mariposa Landscapes, Inc. (Irwindale, CA)
• Rapid Response Force (Morgan Hill, CA)
• T&S Tree Services, LLC (Bakersfield, CA)
• Twin Cities Tree Service (Yuba City, CA)
• West Coast Arborists, Inc. (Anaheim, CA)
• West Coast Tree Service, Inc. (Anderson, CA)
An evaluation committee was convened consisting of Public Works staff members. Each member rated the proposals on criteria including, but not limited to: project experience and understanding, overall approach, scope of work, and completeness. Staff unanimously selected West Coast Arborists as the highest-ranking proposal.
West Coast Arborists, Inc., (WCA) proposed fee schedule for completing the identified tree removal, tree pruning, and related tasks totals $545,425.
IMPACT ON CITY RESOURCES
No appropriation of funds is needed. Funding for this agreement is provided in the adopted FY 22/23 Budget within the following Funds: Fund 2004 - Measure Y, Project CP230007 ($350,000), Fund 4005 - Village Landing ($5,425), Fund 4021 - Fahrens Park ($10,000), Fund 4025 - Mansionette ($20,000), Fund 4032 - Fahrens Park II ($35,000), Fund 4034 - Davenport ($15,000), Fund 4038 - Yosemite Gateway ($20,000), Fund 4510 - Bellevue Ranch East ($50,000), Fund 4530 - Moraga ($20,000), and Fund 4533 - Cypress Terrace East ($20,000).
