RECOMMENDATION

City Council - Adopt a motion:

 

A.  Approving an amendment to an Agreement for Professional Services with Provost and Pritchard Engineering Group, Incorporated, in the amount of $19,899 for PCE groundwater cleanup; and,

 

B.  Authorizing the City Manager or Deputy City Manager to execute necessary documents.

DISCUSSION

PCE Groundwater Cleanup - History and Past Actions:


On September 22, 2008, the City Council approved a settlement and cleanup agreement with the California Regional Water Quality Control Board (Board) for the City’s PCE (tetrachloroethylene) groundwater project. Under the agreement, the City agreed to commit $250,000 annually to fund work specified in a mutually approved Action Plan. The Action Plan includes provisions for an annual work plan that generally includes tasks to be completed by the City for each following fiscal year.

 

The Council approved an Agreement for Professional Services with Provost and Pritchard Engineering Group, Inc., at its July 5, 2022, meeting in the amount of $224,800. This funding included continuing operation of the PCE treatment system trailer located at 1530 Yosemite Parkway. In January 2023, a compressor (one of two) in the trailer ceased operating and needed to be replaced. Due to the age of the two compressors, replacements were ordered for both. Upon delivery, it was discovered that one of the new compressors was malfunctioning and it was returned to the supplier. The system was restarted and placed in operation with one compressor still on backorder.

 

A $19,899 contract amendment is necessary to reimburse Provost and Pritchard Engineering Group, Inc. for the field work.

 

IMPACT ON CITY RESOURCES

On December 18, 2006, the City Council approved water service rates that include an amount of $250,000 annually to provide for source water protection and remediation costs at the PCE sites.  Funds are available within the fiscal year 2022/2023 budget in Fund 5007-PCE CIP to cover the cost of the amendment.
