REPORT IN BRIEF

Considers awarding a Construction Contract to New Century Construction & Consulting Inc. in the amount of $195,550 for the Ada Givens Pool Bathroom Rehabilitation project located at Ada Givens Elementary School.

 

RECOMMENDATION

City Council - Adopt a motion:

 

A.  Awarding the Ada Givens Pool Bathroom Rehabilitation, Project No. CP220011 Construction contract to New Century Construction & Consulting Inc. in the amount of $195,550; and,

 

B.  Approving supplemental appropriation in the amount of $40,000 from the General Fund unreserved, unencumbered fund balance; transfer to Fund 5000-Parks and Community Services CIP and appropriate the same in Fund 5000, project CP220011-Ada Givens Pool Bathroom Rehabilitation; and,

 

C.  Authorizing the City Manager or Deputy City Manager to execute the necessary documents and to approve change orders not to exceed 10% of the total contract; and,

 

D.  Authorizing the Finance Officer to make necessary budget adjustments.

CITY COUNCIL PRIORITIES

As provided for in the FY 2022/2023 Adopted Budget.

 

DISCUSSION

At the City Council meeting of March 9, 2022, Council approved a bid for the Ada Givens School Pool Rehabilitation Project which included information about rehabilitating the bathrooms to ADA requirements prior to completing the pool. City staff has completed the design and specifications, posted the project out to bid, and received bids for the bathroom rehabilitation where staff is now requesting council approval for the bid.

 

It is understood that the City desires to use the pool for swimming lessons during summer of 2023 and beyond.  To use the new renovated pool, the restrooms required to be accessible to the Public by updating the existing boys and girl’s restroom to current ADA standards. This project includes existing restroom remodel by adding new fixtures, new shower facilities, drinking fountain and new access gates. The total Construction Contract is for $195,550.

 

Council previously allocated $100,000 for the pool and bathroom rehabilitation.  Staff is requesting a supplemental appropriation from the General Fund unreserved, unencumbered fund balance in the amount of $40,000.  In order to have enough funding for the project, it was also necessary to transfer funding from project CP220013 Regional Park Restrooms in the amount of $110,000. This transfer does not affect project CP220013 since contracted amounts came in under the projected cost.

 

The extra funding is required for the restroom rehabilitation project to account for additional requirements to bring it up to code, to cover the additional contract cost, contingency, permits, and engineering inspections for the bathroom rehabilitation.

 

Staff prepared plans and specifications for the restroom rehabilitation and the project was advertised for bids.  Bids were opened on March 10, 2023, with two bids received with the following result:

 

1.  New Century Construction & Consulting Inc.                                                                    $195,550.00

2.  ANV Contractors Inc.                                                                                                                              $250,000.00

 

The following is the proposed budget for the project:

$       7,000.00

Engineering, Testing & Inspection

$       1,992.00

TOTAL:

$   204,542.00

 

IMPACT ON CITY RESOURCES

If Council would like to proceed with the project, then the funding would need to be allocated from General Fund unreserved, unencumbered fund balance of $40,000 and utilizing additional funds from project CP220013 of $110,000. With these allocations, the project will have sufficient funds to complete. 

 

The original project funding and proposed funding is available in Fund 2004-Measure Y-Parks and Recreation and project CP220011.
