DISCUSSION

The Recreation and Parks Commission and City Council have developed an interest in additional oversight of the use of City Recreational Facilities to ensure investments are in alignment with the mission of the Parks and Community Services Department. The  terms of use for recreational facilities are guaranteed for one year with the potential to extend use to Providers for an additional year, based on performance.

Quarterly reports were developed to serve several functions including but not limited to assisting Providers to report their efforts, standardize the collection of information determined to be important to the use of Recreation Facilities, and to assist in the decision-making process when considering requests for contract extensions by current Providers.

In addition to quarterly report, the Recreation and Parks Commission has established the practice of an annual, in person, site review of each service providers programing in city owned facilities.

In order to avoid any violation of the Brown Act, Commissioners are encouraged to schedule their visitations in cohorts to ensure no more than three commissioners are in the same place at the same time.
