REPORT IN BRIEF
Hold a Public Hearing to consider issuing a certificate of Public Convenience and Necessity to Titan Security Service to permit the operation of a private security/patrol company within the City of Merced.

RECOMMENDATION
City Council - Adopt a motion adopting Resolution 2017-30, a Resolution of the City Council of the City of Merced, California, granting a Certificate of Public Convenience and Necessity to Titans Security Service.

AUTHORITY
Section 5.40.020 of the Merced Municipal Code (MMC) requires that before any person, either as a principal or agent, can operate a private security/patrol company within the City of Merced, the City Council must approve and issue a Certificate of Public Convenience and Necessity to the principal owners of the private patrol and security company. Pursuant to Section 5.40.060 of the MMC, a Public Hearing must be held and the City Council must declare, by resolution, that the public convenience and necessity require the proposed private patrol service.

DISCUSSION
The City received a business license application from Titans Security, a private security firm requesting to do business within the City of Merced. In order to operate as a private security or patrol company within the City of Merced, the applicant must first be issued a Certificate of Public Convenience and Necessity.

Titans Security is a licensed security contractor based out of Reedley that provides security services throughout the Central Valley area. A background check has been completed, and the company has no disciplinary actions against it from the governing board at the State Department of Consume...
